First of all we don't know much about this other then what the bulletin says at this time.
So I can't give you a firm recommendation from Savvy.
If I had an aircraft that was affected by this bulletin I wouldn't worry too much about it for the following reasons.
There is not associated AD so this bulletin is not a requirement for Part 91 operators.
The bulletin was issues because Lycoming discovered a manufacturing defect that goes all the way back to Jan. 2021.
If this defect has been out there for over 5 years and there is any real danger we would have heard of failures and there would likely be an AD.
We haven't heard of any failures due to this condition and if there were some the bulletin would mention this.
The defect is stated as, "may contain undesirable manufacturing artifacts in the inside bore." I don't even know for sure what that means.
It is likely that Lycoming knows that this defect will not cause failures, but since they have discovered it they are obligated to do their best to remove these pins from service.
